The US Treasury (OFAC) issued General License 60 on June 25, 2026. It authorizes humanitarian transactions to Venezuela that would otherwise be blocked by sanctions. The window expires on October 23, 2026.

How to donate, step by step

  1. Check that today's date is before October 23, 2026. After that date, humanitarian transactions again require explicit OFAC authorization.

  2. Choose one of the verified organizations from the list below and click the button to go to their official website.

  3. Donate on the organization's official website. The payment process takes place on their platform, not on this site.

  4. Save your donation receipt. It may be tax-deductible in the US if the organization is a 501(c)(3). Consult a tax advisor.

What this license does NOT authorize

  • Does not authorize transactions with individuals or entities individually designated by OFAC.

  • Does not authorize the purchase or transfer of Venezuelan assets.

  • Does not exempt those who use this license as a pretext for non-humanitarian operations.

  • Does not apply to operations not directly related to earthquake humanitarian aid.

What happens after October 23, 2026?

Ria announced on its corporate blog (June 25, 2026 — exclusive attribution to the operator, not a neutral source) that transfers to Venezuela are fee-free through July 15, 2026. Other operators may have announced similar measures, but as of 2026-07-01 we have not been able to confirm official statements from other operators. Verify current terms directly with the operator before sending.
Can I donate from Spain, Colombia or Chile?
Yes. The listed NGOs (UNICEF, UNHCR, Red Cross, Save the Children, IRC) have offices in many countries and accept international donations. OFAC sanctions apply to persons and entities subject to US jurisdiction; outside that scope, other rules apply.
What does GL60 NOT authorize?
It does not authorize transactions with individuals or entities individually designated by OFAC, the purchase of Venezuelan assets, or operations not directly related to earthquake humanitarian aid.
